The purpose of the study is to find the improvement for public education regarding the crisis of public education that is being raised as a social problem in our society. The study first investigated the reasons for public education crisis by analyzing the present condition of public education and private education. And students' recognition for public education and private education was examined through a survey consisting of questions like teachers, facilities, career guidance, life and character guidance, and questions like the influence of academic institute on school and personal information of the respondents. The following are follows analyzed. It was found that instructors at academic institutes are better than school teachers in all items. In case of facility, academic institutes are superior to schools in the number of students per class, air-conditioning and heating system, and cleanness while soundproofing and lighting are similar. In auxiliary teaching facility, the most students responded that schools have superiority over academic institutes. With regard to class itself, academic institutes are better than schools in understanding of lesson, considering individual difference, private teaching and class atmosphere while the most respondents answered that various programs and appropriateness of class time are similar. In career guidance, more students thought that academic institutes are superior than schools in terms of promptness of entrance related information and affluent information, while they thought academic institutes and schools have similar reliability of information. Regarding life and character guidance, it was observed that schools are doing better than academic institutes. For the influence of academic institute on school, they felt they are neglectful of school work because of academic institute while any other influences are not noticed. The following are improvement measures for public education based on the above results. First of all, we should improve public education steadily by expanding necessary facilities. Secondly, the government should recover trust of teachers and the field, and create environment so that teachers can devote themselves to education itself through establishing educational policy. Thirdly, a new paradigm is required from the existing uniformed, one-sided and vertical relationships to pluralistic, decentralized and moral relationships. Fourthly, quality improvement of teachers and stirring up the morale of teachers are required. Now we have to activate public education by establishing a reliable society of compromise and cooperation, not conflict and mistrust, together with all the members of the society including the press.
