This study is purposed to search for the more developing methods of lifelong learning city on inhabitant's side the subject of Geochang county, to grasp how about inhabitant participation to lifelong learning program and to look for program directions on inhabitant's much active participation. To advance this thesis, are used following study methods: statistical process and analysis in parallel with documents and field studies. In document studies, investigating the concept, history of lifelong learning city. The development process and the present situation of lifelong learning city of Japan, OECD nations, and Korea, were considered. In field studies, the data were collected from presented survey for 20 service members of lifelong learning study institution and 500 learners from 01/07/2005 to 15/08/2005 period. For this study, Firstly, investigated the actual conditions of lifelong learning institute at Geochang county. Secondly, looked into the characteristics of lifelong learning program participants at Geochang county. Thirdly, evaluated the degree of participant's satisfaction of lifelong learning programs. Lastly, observed the direction for development of lifelong learning program. Conclusions from this thesis be drawn as follows. 1. Lifelong learning programs based on the inhabitants' needs must be developed continually. 2. For this, qualified program experts have to be disposed to the lifelong learning institutions and follow-up education opportunities should be provided for lasting specialty 3. Geochang county spreads vast, so each region demands for its own program. Therefore, the administrative support of relevant ministries is essential. 4. Relevant ministries and lifelong learning institutions need to make up integrated networks to promote the program and the teaching quality and to provide distinguished programs to learners and to give them the right of choice. 5. Experts of lifelong learning institutions can raise the nderstanding and the corporation from the community, by providing various public information and by using approach methods. This study is focused on Geochang county, it is not possible to compare with other lifelong learning cities horizontally. Especially, the study background of Geochang county is based on rural community, it is much difficult to compare with the others, directly. So, strategy for developing of lifelong learning city in Korea is needed more systematic and historic approaching methods. And follow-up studies for these subjects can be spread out in depth.
